Addressed Governor Hong Kong No. 571 repeated to Tokyo No. 1093 and Shanghai No. 1092.
Your telegram No. 611. I consider there is important distinction between (1) restrictions put into operation in 1939 and (2) those which were imposed in June and July 1940 as direct result of Burma Road negotiations. As regards second category of restrictions on assumption that in present circumstances of Hong Kong no substantial benefit either to British or Chinese interests would result from their immediate removal, I do not think it necessary that they should be removed but I authorise you to relax as unobtrusively as possible these restrictions at any time after expiration of agreement in such respects and degree as you may think beneficial to Colony's interests. I request that you will keep me informed. The restrictions imposed in 1939 should not be relaxed without prior reference to me.
